IT/IQ Executive Search has been engaged to conduct a search for a manager of PMO role to join our Richmond-based client to introduce some formal PMO practices into their environment.

The PMO Manager will create and take ownership of the project road map, including managing and reporting on the scheduling, budgeting, risk mitigation, and resource allocation, as well as leading, mentoring, and managing their existing team of four Project Managers. The PMO Manager will act as a trusted strategic adviser to business leaders to help determine which projects should be undertaken why, when and how.



The PMO Manager will introduce and manage a flexible, yet more formal framework for managing their project portfolio. In this capacity, the successful candidate will be tasked with establishing the organization’s approach to the full life cycle of the projects it undertakes – from project planning, initiation, resourcing, execution, monitoring, control and completion. This framework will be based on formal, structured methodologies, but will be tailored to fit the organization, and while it could grow into a rigidly formal approach, initial expectations will be to apply incremental changes and process improvements.


Our client has just begun the implementation of Aptean’s Ross ERP for Food Manufacturers, affecting several of their subsidiary brands. The PMO Manager will take on a support and oversight role, ensuring that this key initiative is delivered successfully. This project will require face-to-face stakeholder management, so travel within Canada and the US of up to 30% will be required. The successful candidate must be eligible for a TN-1 Visa to work in the United States (i.e. Bachelor’s degree, 5 years’ PMO experience).



The PMO Manager will introduce and manage a flexible, yet more formal framework for managing our client's project portfolio, including:

  • Set standards for project management capabilities, including certifications and qualifications of project managers (e.g. PMP), methodologies, success measurement (e.g. earned value measurement), and tools
  • Develop the project management function, sharing knowledge and industry best practices among the team
  • Manage hiring and staffing requirements in line with project objectives
  • Risk identification and escalation processes
  • Project decision-making responsibilities
  • Monitor compliance with policies and standards


  • Determine resource requirements (full-time and contract, as required), and allocate the team to maximize productivity
  • Providing ongoing feedback and coaching
  • Assisting with personal development plans and career paths, setting annual performance targets for individuals and the team
  • Undertaking project-related and annual performance reviews
  • Create effective relationships across the business and with key stakeholders to facilitate relationships for project managers working throughout the organization
  • Coordinate project management activities with project management teams at the subsidiary brands


  • Participate in the annual project roadmap preparation by soliciting project proposals from across the organization, and compiling high level cost, duration, resource requirements and strategic alignment information
  • Manage the risk, issue and change resolution process and work with other leaders to take corrective action as necessary
  • Coordinate project status reviews, including timelines, budgets, and risks
  • Ensure that objectives are being met and issues are managed appropriately
  • Monitor adherence to project management policies and procedures
  • Prepare regular status updates (including risks and opportunities) for the executive leadership team
  • Coordinate and conduct post-implementation reviews of projects with Project Managers
  • Coordinate project prioritization with executive team to determine which projects have the highest potential value, impact and strategic alignment


The PMO is situated within the IT department and reports directly to the CIO, with a dotted line of reporting to the CFO and the Corporate Controller.


  • Project and program management and the associated methodologies, techniques, processes and approaches
  • Technology trends/marketplace knowledge
  • Resource management tools (e.g. capacity, time and expense tracking software)
  • Budget and cost management
  • Manufacturing experience is an asset


  • Strong financial management skills to control PMO budget and oversee and track project budgets
  • Superior analytical problem solving ability for dealing with escalated issues from projects under management
  • Experience in managing internal IT projects in a disparate enterprise environment; such as ERP migrations and implementations
  • Demonstrated success in implementing of large, complex projects or programs


  • Strong business acumen and able to think at both the strategic and tactical levels
  • Experience managing, mentoring, coaching and growing others’ capabilities
  • Ability to juggle multiple goals and deadlines
  • Ability to build a strong network and relationships at executive levels with internal customers and vendor groups
  • Strong leadership, negotiation and conflict management skills
  • Consistent flexibility, resilience and resourcefulness
  • Expert ability to impact and influence project outcomes


  • 10+ years of experience as a Portfolio, Program or Project Manager with a proven track record of successful project delivery
  • Experience implementing PMO frameworks, tools, processes etc.
  • Team leadership experience with a focus on team development
  • Experience managing ERP implementations
  • Manufacturing experience is a definite asset
  • University degree in the Computer Science, Business or Technology fields
  • Project or Program Management Professional (PMP or PgMP)
